i live in mississippi and never heard about that
kind of gossips....
per semester i pay like 180 for community.
i got financial scolarship but my grades are not good...
i think it's only just me...?!

In California, for low income students, you can apply for a Board of Governors (BOG) waiver that will waive the tuition at community colleges. It will not waive the "fees" such as ASB, Health, parking etc.
Yet it is still a bargain.
