Beginning in Fall 2012, students from every state outside of Texas who enroll at West Texas A&M University (in Canyon, TX) will pay the same tuition rate as Texas residents plus $30 per credit hour. That's about $7,300 per year (and less than average in-state tuition rates across the nation.)

This is 6 months old but it still applies.

In California, for low income students, you can apply for a Board of Governors (BOG) waiver that will waive the tuition at community colleges. It will not waive the "fees" such as ASB, Health, parking etc.

Yet it is still a bargain.

This list is incorrect. Not even close. I'm not sure what criteria or information it may have used, but it's worthless... so much so, I must assume that it was provided by the government. Good job.
