    #2 - taken out of context. Barbara was actually referring to the rebuilding of New Orleans and the governments idea (bright or otherwise) of giving vouchers and housing to those who actually were in the pocket of poverty. Not saying it was a brilliant quote from or anything, but next time use the context correctly.
