Ironsides

Ironsides is a fictional supervillain published by DC Comics. He first appeared in Comic Cavalcade #23, (November 1947), and was created by William Moulton Marston and Harry G. Peter. Ironsides is the brother of Doctor Psycho who described himself as being "as brilliant a geologist as [his brother] was a hypnotist." In search of a volcano that erupted substantial amounts of gold, he discovered such a volcano on the American protectorate Pacific island nation of Wooloo. In order to secure unfree labor to mine the molten gold and prevent any other party from claiming it, he decked himself and his gang with stilts and armor to become "iron giants," led by himself as "King Ironsides."
