Having another person control your thoughts and behavior is one of the scariest things imaginable, which is probably why it shows up so often in anime.
Mind control abilities often show up in villains, like Sosuke Aizen from Bleach who can take full possession of another person's senses and make them act according to his will. But the ability to control minds isn't restricted to villains - Hitoshi Shinso in My Hero Academia was ostracized for his creepy ability, but all he wants is to use it to be a hero.
Sosuke Aizen hardly needs mind control abilities - he's so smooth and manipulative that he could probably control people using his wits alone. But Kyoka Suigetsu helps him out greatly.
Using his Zanpakuto and its Shikai, he can hypnotize people into doing whatever he wants. Even those who are aware that they are being hypnotized are helpless to resist. This primarily works by totally controlling the target's five senses, forcing them to see allies as enemies and vice versa.
Toge Inumaki's Cursed Speech isn't exactly mind control, but it can be used for that purpose. Whatever words Toge uses become reality. That means that if he tells something to blow up, it will. But he can also use it to make people run away, fall asleep, or most other things he wants.
He usually uses these moves in order to protect his allies during battle.
Would-be pro hero Hitoshi Shinso isn't exactly fond of his quirk, which most people associate with villainy. If he can get a person to respond to him verbally, he can control their actions. He can't take over their thoughts or make them want to obey them, but he can leave them with no choice. Very few people can resist this - Izuku only could because he was willing to injure himself to do so.
Hitoshi eventually enhances his ability with a directional speaker that can change the sound of his voice. That makes it easier to trick targets into responding to him.
Using the Geass given to him by CC, Lelouch can force each person to obey one command of his. Because he can only do it once per person, he has to choose carefully. For example, his single command to his friend Suzaku was to stay alive no matter what - something Suzaku was unlikely to do himself.
This ability sometimes has disastrous results. Even if he's speaking hypothetically, he can accidentally trigger it, which is what happens when he tries to explain his power to Euphemia and ends up sending her on a racially motivated massacre that goes against everything she believes in.
Every member of the Uchiha clan can control minds to some degree - they can all use genjutsu to create elaborate illusions. But Shisui has a unique doujutsu called Kotoamatsukami.
Kotoamatsukami lets Shisui enter a target's mind and give them false memories in order to control their thoughts and behavior. The target has no idea that they are being controlled, and fully believes that the memories are their own.
Illumi Zoldyck is a master assassin, and he gets a lot of his work done via mind control. This mind control is pretty much all done via needles. He can insert needles into corpses to make them into his zombie minions, and can also insert needles into living humans to turn them into Needle People whose actions he can completely control.
But he can also do something a bit more subtle - he can implant a needle in someone's brain that conditions them to obey certain commands while making them believe it's their own idea. That's what he does to Killua in order to keep his reckless little brother out of danger and under his control.
