Ranking Every Major Naruto Movie Villain Strongest to Weakest

If you haven't seen the Naruto movies, you're missing out on some great villains - as well as some who are kind of pathetic. We're going to break down all the major villains in the Naruto movies, and it's your job to rank them by strength. 

Among the strongest are the members of the Ōtsutsuki clan, some of whom are said to be even more powerful than the series Big Bad, Kaguya. There's also Menma Uzumaki, an alternate reality version of Naruto who ended up working for Tobi. But these big-name villains aren't the only ones who get the spotlight - Mui, the warden of Blood Prison, had some pretty sick flame jutsu up his sleeve.

    Momoshiki Ōtsutsuki - Boruto: Naruto the Movie

    Momoshiki is one of the few movie villains who actually plays a role in one of the main series - he's also a villain in Boruto. But he first appeared in Boruto: Naruto the Movie. He's a member of the Ōtsutsuki clan, and he sought to first figure out what happened to Kaguya and the God Tree, and then create a new God Tree out of Naruto's chakra. He has a dizzying array of abilities, enough that he could easily destroy the entire world with very little effort. He has a Rinnegan, a Byakugan, the ability to use all forms of nature release, the ability to absorb others, and use their powers...the list goes on.

    His one weakness was in taijutsu. Because he has so many powers, he sees very little reason to train himself for battle, and so he lacks the muscle strength and martial arts training to engage in combat. Much like Frieza from DBZ, the idea that he would have to do that to fight inferior beings is anathema to him.

    Toneri Otsutsuki - The Last: Naruto the Movie

    The Otsutsuki clan is one of the most powerful families in the Naruto-verse. While Toneri isn't its most powerful member, he's not exactly easy to deal with, either. He was born to the Otsutsuki branch family, and grew up isolated on the moon. Hoping to get revenge on humanity for turning chakra into a weapon, he decided to destroy the earth. That is, except for Hinata Hyuuga, who he hoped would become his wife. 

    Thanks to his extreme power, he almost succeeded. Originally possessing a Byakugan, he developed a Tenseigan, which let him use all forms of nature release, as well as create Truth Seeking Balls and activate Tenseigan Chakra Mode. Using chakra, he creates a golden sword that's capable of lopping the moon in half.

    Menma Uzumaki - Road to Ninja: Naruto the Movie

    What if Naruto Uzumaki grew up with loving parents in a village that respected him? According to Road to Ninja: Naruto the Movie, he'd become a villain. Menma Uzumaki is the alternate reality version of Naruto. Despite a promising start to life, he became a missing-nin and started working for Tobi. He has the Black Nine Tails sealed into his body, which he can summon to help him fight. Because he doesn't have any Eight Trigrams Seals, he has immediate access to the Black Nine Tails' chakra, which helps him boost all of his moves. 

    Other than that, he has dark versions of many of the ninjutsu abilities Naruto uses, such as Spiralling Ring, a Wind Release technique that resembles Rasengan.

    Hiruko -  Naruto Shippūden the Movie: The Will of Fire

    Hiruko is a missing-nin from Konohagakure. Once friends with the Legendary Sannin, Hiruko's dangerous experimentation apparently led to the Third Hokage ordering his assassination. While it's not clear if this actually happened or if this was merely something Hiruko claimed, what is clear is that he left the village and hoped to declare a new world war. 

    His powers were largely derived from his experiments. He created the Chimera Technique, which let him use other shinobi's kekkai genkai by fusing their bodies with his own. In order to increase the range of what he could replicate, he hoped to get his hands on the sharingan. His ability to use multiple kekkai genkai made him a versatile fighter, and his Puppet Curse let him control other people's actions. He was ultimately defeated when he failed to replicate Naruto's Wind Release: Rasenshuriken.
