Dragon Ball Minus doesn't appear in any official Dragon Ball manga. Rather, it appears in Jaco the Galactic Patrolman, a 12-chapter comedy manga that was first serialized in Weekly Shōnen Jump in 2013. It serves as a prequel to Dragon Ball, and takes place ten years before the manga begins.
The Chapter Is Controversial In The Fandom
Because this chapter contradicts previously established information about Goku's origins, Dragon Ball Minus's canon status is hotly contested within the DBZ fandom. The chapter was written by Toriyama, so it's not filler, but it's hard to hold both versions of the story in ones' mind simultaneously.

Goku's Mother Makes Her First Appearance
Did Goku have a mother? If so, who was she? These questions are answered in Dragon Ball Minus with the appearance of Gine, a female Saiyan who is married to Bardock. Unlike most Saiyans, she's a kind and empathetic person who values relationships over fighting. She's reluctant to send Goku off-planet and tries to look for other solutions that don't involve abandoning her child, but ultimately agrees that it's their only real option.
There's An Alternate Reason Why Goku Was Sent To Earth
Before Dragon Ball Minus was released, the accepted reason why Goku was sent to Earth was so that he could conquer it.
Minus changed the reason dramatically. In this version, Bardock and Gine suspect that Frieza might be planning something nefarious, and decide to send their young son off-planet to protect him from harm. They're also concerned about their older son Raditz, but they decide to let him do his own thing, as he's already a warrior under Frieza's employ.
