Vivian Balakrishnan, FRCS, is the Singapore Minister for Environment and Water Resources and a member of the governing People's Action Party. He is also the Minister-in-charge of the Smart Nation Initiative. He has previously held appointments in the Singapore Cabinet as the Minister for Community Development, Youth and Sports, and as the Second Minister for Information, Communications and the Arts, and Trade and Industry. In 2002, Balakrishnan was appointed a Minister of State at the Ministry of National Development, and the Chairman of the Remaking Singapore Committee. Tharman Shanmugaratnam is a Singaporean politician. A member of the governing People's Action Party, he has served as Minister for Finance since 2007 and as Deputy Prime Minister since 2011. He is also Chairman of the Monetary Authority of Singapore. He previously served as the Minister for Education from 2003 to 2008. He has been a Member of Parliament representing the Jurong Group Representation Constituency since 2001. In March 2011, Tharman was appointed the Chairman of the International Monetary and Financial Committee, the policy steering committee of the International Monetary Fund. Goh Keng Swee was the second Deputy Prime Minister of Singapore between 1973 and 1984, and a Member of Parliament for the Kreta Ayer constituency for a quarter of a century. Born in Malacca in the Straits Settlements into a Peranakan family, he came to Singapore at the age of two years. He was a student at Raffles College and the London School of Economics and Political Science, and his interest in politics began during his time in London where he met fellow students seeking independence for British Malaya.
