Foley is a Minnesota politician and a former member of the Minnesota Senate who represented District 47, which includes portions of Anoka and Hennepin counties in the northern Twin Cities metropolitan area. Sam-Sumana stood as the vice-presidential candidate of the All People's Congress in the 2007 Sierra Leonean Presidential election, alongside presidential candidate Ernest Bai Koroma. The APC ticket defeated the Sierra Leone People's Party presidential candidate Solomon Berewa and vice presidential candidate Momodou Koroma.
