20 MCU Characters Who Spent Time On The 'Most Wanted' List

Vote up the MCU characters who should be on the lookout for the authorities.

When someone refers to the Marvel Cinematic Universe's most wanted, they could be referring to any number of things: hotly anticipated future projects, those who look extra-exceptional in their super-suits, or even that one failed pilot starring Mockingbird and Lance Hunter. But far more interesting than any of that is something that must exist within the universe itself: an MCU version of the FBI's famous most wanted list.

The bulk of MCU crooks are either incarcerated, deceased, or stuck in an alternate dimension by the end of whichever adventure they happen to be behaving badly in - but not all of them. Some baddies escape the long arm of the law and disappear to future films and parts unknown, and the law-and-order wing of the franchise presumably never stops looking for them.

    Prior to receiving a pardon from the US government, the individual known as "The Winter Soldier" was wanted for the following offenses, committed over a period of decades:

    •    At least two dozen targeted assassinations (more suspected, unconfirmed)
    •    Suspected presidential assassination (John F. Kennedy)
    •    Theft of US government property (see Stark serum)
    •    Murder of several collateral innocents at Hotel Inessa incident
    •    Attempted murder of S.H.I.E.L.D. agent Natasha Romanoff
    •    Attempted murder of S.H.I.E.L.D. director Nick Fury (two counts)
    •    Assassination of S.H.I.E.L.D. agent Jasper Sitwell (extenuating circumstances)
    •    Attempted participation in act of mass domestic terror (see Project: Insight)
    •    Fleeing across international borders as a fugitive
    •    Violation of the Sokovia Accords

  • Gamora

    •    Willing association with two war criminals of the highest order (see Thanos, Ronin)
    •    Participation in mass genocide events 
    •    Several counts of targeted assassination
    •    At least a dozen counts of first-degree murder
    •    Conspiracy to commit wars of aggression
    •    One act of cosmic larceny (Power Stone)

    Some have argued that many of the above crimes are effectively unpardonable.

    Unlike several other individuals associated with the Guardians of the Galaxy, Nebula has never received an official pardon from the Nova Corps nor any other body, and is thus still technically wanted for the following:

    •    Willing association with two war criminals of the highest order (see Thanos, Ronin)
    •    Participation in mass genocide events
    •    Several counts of targeted assassination
    •    At least a dozen counts of first-degree murder
    •    Conspiracy to commit wars of aggression
    •    Attempted illegal invasion of Xandar
    •    Attempted theft of Anulax Batteries
    •    Attempted sororicide
    •    Possession of illegal cybernetic enhancements

    Wanted for escaping imprisonment at Seagate Penitentiary, where he had been remanded for the following:

    •    Fraud
    •    Identity theft
    •    Aiding and abetting multiple acts of domestic terror
    •    Possession of Schedule I illicit substances
    •    Solicitation of multiple sex workers

    Clint Barton received a plea deal for his flaunting of the Sokovia Accords. However, his actions under the guise of Ronin have violated the terms of that deal, including:

    •    Crossing several international borders illegally (Mexico, Japan, etc.)
    •    Falsification of identification
    •    Dozens of acts of intentional, vigilante murder (official body counts still being tabulated)
    •    Assassination of a respected public figure (see Akihiko incident)

    Mitchell Carson

    Though there are many known members of Hydra still on the loose, Mitchell Carson deserves special consideration for his documented crimes:

    •    Membership in a known terrorist organization (Hydra)
    •    Fraud
    •    Espionage
    •    Sale of S.H.I.E.L.D., US government classified information
    •    Several breaches of legally binding non-disclosure agreements
    •    Theft of experimental and dangerous substance (Pym Particles)
    •    Intent to sell aforementioned experimental and dangerous substance
    •    Participation in the attempted slayings of Hank Pym, Hope van Dyne, and Scott Lang
