There are all kinds of different evil in the world, but some of the worst villains from movies aren't actually cold-blooded killers. Some of them just live to watch people (or puppies!) squirm and retreat into misery, such as coaches trying to cripple children or nurses hellbent on breaking their patients' spirits instead of healing them.
A lot of the villains on this list never even inflicted physical pain on another person - they just want power and aren't afraid to go out of their way to get it. Some of them are even a little sympathetic - a little therapy would have changed their lives, and film history, forever.

Dolores Umbridge is one of the most sadistic professors at Hogwarts, taking apparent delight in torturing wizarding students and unsuspecting muggles alike. She's disliked across the spectrum by both the children and professors of Hogwarts, though she does manage to stay employed for a really long time and cause incalculable amounts of harm.

The evil stepmother is a well-worn archetype, but it all started with Lady Tremaine. She's not just icy to Cinderella; she basically enslaves Cinderella in her own home after her father passes, forcing her to clean and not letting her go out and have a little fun.
Also, you'd think that if she hated her stepdaughter so much, she'd want her to get married and or even just get out of the house for a little bit, right? She's that reliant on her deceased husband's daughter's unpaid labor?624Suprisingly evil?
