    There seem to be two types of Portkey; one type goes when it is touched, like the Triwizard Cup. The second type goes at a certain time, like the boot on Stoadshead Hill the Weasleys and Harry used to get to the Quidditch World Cup. If it was a timed Portkey, you could probably use the method you describe.
