In a Q&A section in the manga, he said that he intentionally chose something silly because he wanted to make sure that he could still have fun with Luffy no matter how serious the story might get. In the manga, Oda rarely uses thought bubbles to express Luffy's thoughts. When a fan asked him why he made that decision, he revealed that he wanted Luffy to come across as the sort of person who didn't hold back his thoughts, but expresses them either through words or actions. One of the many questions that Oda was asked about his characters involved how they'd place if they competed against each other in a 50-meter race. Here's the ranking:
